Letter to Brooks from William Reynolds in response to Brooks' request to learn the Naval System of Signals. Reynolds writes that it is not in his power to furnish Brooks with them, as there is not any published system.
Transcription[Letter] U. S. Ship "Vermont"; Port Royal Harbor, S. C. [South Carolina]; March 18th 1864; Major T. B. Brooks, A. D. C.; Sir: In acknowledging the receipt of your letter of March 12th [inot.?] in relation to the Naval System of Signals, I desire to say that as the regulations of the Navy strictly prohibit the use of the Signal books outside of the service, it is not in my power to furnish you with them. There is not any published system of [????] whistles for use in the Navy. Regretting that I am unable to comply with your request. I am; Very respectfully; Your obdt. [obedient] servt.
