TranscriptionIn [illegible] the enclosed [illegible] questions if I would respectfully submit that while it is conclusively proven that the necessary expenditure will be [justified?] by services unrelated to transports, the fact that the propose machinery will enable use 1st to make use of all material captured from the enemy 2nd to adapt our transports to the [illegible] of hostile streams, and 3rd to make use of all rail-[illegible] captured, [illegible] them to useful consultation.
