TranscriptionThis System of Signaling for Steam Whistles is intended for the use of the Steam Transports in this Department in the various kinds of service for which they are employed. Numbers are transmitted by the various combinations of the long and short blare of the Whistle shown in the table below. These numbers stand for [????] or sentences given below by means of which many [????] and orders which can now only be conveyed by a [????] boat or by the vessels [speaking?] and often not at all on account of fog, heavy [????] or rain and the cause can be easily transmitted.
