Transcription[Letter] "Copy"; Shermans Division; Head Qrs [Headquarters] Vol [Volunteer] Engineers; Hilton Head S.C.; Feby [February] 18/62 [1862]; Sir; I have the honor herewith to enclose the draft of a bill which it is hoped you may approve and bring in for the action of your Committee and Congress. It is becoming very trying to the officers and men of this command, that their rights, duties, and pay as Engineer troops should be questioned every pay day as they have been, and that it should be necessary before they can get their dues that the Commanding General should order the payment to be made in accordance with the original acceptance and muster made by directions of the President. I enclose you herewith copies of the original acceptance of the War Department as made by order of the President also Gen'l [General] McClellans letter in relation thereto, and his endorsement on another letter, the original of which is on file in the War Department together with the endorsement of Brig [Brigadier] Gen'l [General] Sherman Command'g [Commanding] directing the last payment to them. Hoping that your Committee may see fit to act favorably and soon upon this care. I have the honor to be Very Respectfully; Yr [Your] Obdt [Obedient] Svt [Servant] Edward W.
